In SharePoint 2013, chart web part is not available.
Use Google Chart API and REST
Create a Custom List
Create Web Part Page and Add Custom List Web Part
Modify web part page, Add CEWP
Go to source editor, add the code to display the chart.
Save and Open the Page.
